Understanding FM Global Data Sheet 4-14: A New Era in Fire Protection

Overview of FM Global Data Sheet 4-14


In April 2026, FM Global published Data Sheet 4-14, "Automated Monitor Fire Suppression Systems." This is the first FM engineering data sheet focused entirely on robotic and remote-operated water-monitor fire protection. It states that these FM Approved systems can protect hazards instead of traditional fire protection methods, such as automatic sprinklers.


For operators of waste-handling tipping halls, outdoor pulp and paper yards, and other high-challenge spaces, this development is significant. It follows the March 2025 milestone when FM approved the first remote-operated robotic suppression monitor. This works alongside the equivalency provisions in fire codes (the IFC, NFPA 1, and NFPA 13) that allow an alternative system to replace sprinklers with the approval of the Authority Having Jurisdiction (AHJ).


The detail that matters during plan review is that DS 4-14 opens this pathway deliberately and narrowly. It recognizes robotic monitors as primary protection only for specific, currently limited non-storage and outdoor hazards. It gates eligibility to occupancy-specific data sheets and states plainly that sprinklers remain FM's default for most occupancies. The sections below explain what the data sheet says and how to apply it.


Importance of DS 4-14


For over a century, sprinklers have been the standard answer to fire protection in buildings. They are proven, code-mandated, and effective in most settings. However, they have well-documented limits. A sprinkler system can continue to flow long after a small fire is controlled. It can also fail to reach a fire shielded deep in a storage rack or burning in an outdoor pile.


Robotic monitor systems work differently. A monitor is a discharge device with a firefighting nozzle designed to deliver a powerful, far-reaching, aimable stream of water or foam. The newest generation adds image-based flame detection, using visual and infrared cameras. This allows the system to detect, locate, and strike a fire automatically, without a person in the loop. That self-targeting capability allows these systems to transition from a firefighting supplement to a form of primary protection.


Until recently, that capability existed mostly in pilot projects and case-by-case variances. With DS 4-14, one of the most influential property insurers in the world has established the engineering basis for using it. This is a substantial change for the category.


What DS 4-14 Actually States


FM Global Property Loss Prevention Data Sheet 4-14, "Automated Monitor Fire Suppression Systems," was first published in April 2026 as a first edition. It covers FM Approved automated monitor systems, both fully automated units and those operated through an FM-validated central station. It also addresses their design, installation, acceptance testing, and maintenance. However, it does not cover portable or mobile units.


The central statement is in the scope: these systems may protect hazards instead of traditional fire protection methods such as automatic sprinklers. FM, in its own data sheet, places robotic monitors on the menu as a sprinkler alternative.


Distinction in Roles


DS 4-14 separates two roles for robotic monitors. In a supplementary role, the monitor works alongside sprinklers. FM is explicit that automatic sprinkler protection is still needed. This is the role most readily accepted.


In a sole, or primary, role, the monitor replaces sprinklers for a specific hazard. FM allows this under defined conditions. The use is currently limited to some non-storage occupancies with hazards for which a sprinkler system alone will not provide adequate fire protection, is not cost-effective, or where the fire hazard is outdoors. A system is not an alternative to sprinkler protection unless the relevant occupancy-specific data sheet specifies that it is. Sprinklers remain FM's recommended protection method for most hazards and occupancies. When a monitor system is used in lieu of sprinklers, the water supply is designed for the occupancy data sheet's minimum duration or for two hours where none is specified.


FM is direct about the state of the technology. Applications are expected to increase in the future, but current applications recommended by FM are limited. As of 2026, only one FM Approved system is available. This is the first edition of guidance for a category FM expects to grow, not a general authorization to remove sprinklers.


Recognized Applications for Robotic Monitors


Table 3.2 of DS 4-14 lists recognized applications, which are predominantly outdoor hazards and indoor non-storage occupancies where conventional sprinklers fall short:


  • Waste fuel-fired facilities, including tipping halls and bunker buildings, governed by DS 6-13.

  • Pulp and paper, for outdoor storage or storage within noncombustible buildings, governed by DS 8-22.

  • Automatic Storage and Retrieval Systems (ASRS), as a supplement only and not as sole protection, used with sprinklers to help achieve final extinguishment, governed by DS 8-34.


The binding design figures, including minimum monitor flow rates and the number of operating monitors, reside in those occupancy-specific data sheets. FM also notes that monitors can assist as a supplement in higher-challenge storage scenarios even where they are not approved as primary protection. The list is expected to grow as additional systems are certified and field experience accumulates.


Hardware Standards Behind DS 4-14


DS 4-14 relies on FM Approved equipment validated against FM Approvals certification standards. Two are central: FM Approval Standard Class Number 1421, Fire Protection Monitor Assemblies, and FM Approval Standard Class Number 5511, Firefighting Nozzles.


This connects to March 2025, when FM Approvals certified the first FM Approved remote-operated robotic fire protection system. This system was evaluated against six standards covering monitors (FM 1421), nozzles (FM 5511), control electronics (FM 3810), fire alarm signaling (FM 3010), central-station service (FM 3011), and flame detection (FM 3260). The standards produced the certified product, and DS 4-14 tells engineers and insurers how to design, install, and maintain it. The two functions are distinct: FM Approvals issues the Class Number standards, and FM Global issues the numbered data sheets.


DS 4-14: Not a Building Code


DS 4-14 is an insurer's engineering data sheet, not a building or fire code. It carries weight with underwriters and designers, but code acceptance of a sprinkler alternative in a given jurisdiction still runs through the equivalency and alternative-means provisions.


The IFC addresses this in Section 104, Alternative Materials and Methods. Here, the fire code official may approve an alternative that is at least equivalent in quality, strength, effectiveness, fire resistance, durability, and safety, supported by sufficient-scale testing. Section 904, Alternative Automatic Fire-Extinguishing Systems, requires that non-sprinkler suppression be approved and installed per its listing. It notes that such systems are not automatic substitutes for sprinkler-based code reductions. NFPA 1 and NFPA 13 carry parallel equivalency clauses, each requiring documentation to the AHJ, who makes the final determination.


DS 4-14 and FM Approvals listings supply the recognized, third-party basis these provisions require. With an FM data sheet and FM Approved equipment in hand, a design team presents documentation that AHJs and insurers already recognize. This improves the prospects of clearing an ordinary permit rather than a prolonged variance.


Steps to Apply DS 4-14 on a Project


  1. Match the hazard to a recognized application. Confirm that the hazard, such as a tipping hall or an outdoor pulp and paper yard, appears in Table 3.2, and that the occupancy-specific data sheet permits monitors in lieu of sprinklers.


  2. Specify an FM Approved system. Follow the manufacturer's FM Approved DIOM manual.


  3. Design to the DS 4-14 engineering program. This includes a code-conforming water supply with a two-hour default, hydraulics per DS 3-0, FM Approved detection per DS 5-48, a validated central station with manual backup, standby power of 24 hours, and 10 minutes of alarm power. Include interlocks, full discharge acceptance testing, and an inspection, testing, and maintenance plan with impairment management.


  4. Build the code case in parallel. Conduct a fire and engineering analysis that invokes the relevant equivalency provision.


  5. Engage the AHJ and insurer early. An FM data sheet and FM Approved equipment provide documented evidence rather than opinion.


Conclusion


As of April 2026, FM Global Data Sheet 4-14 states that automated monitor systems may be used in lieu of sprinklers for defined high-challenge and outdoor hazards, with FM Approved equipment, where the occupancy data sheet allows. It is not a general replacement for sprinklers, and sprinklers remain FM's default for most buildings. For facilities where sprinklers have always been a poor fit, the pathway is now documented, standardized, and supported by a recognized authority in property loss prevention.
